Since Indianapolis Animal Control was getting a lot of calls about dogs left outside, they decided to get some things straight, and let these owners who let their dogs outside all the cases that they are allowed to do so. This way these poor creatures will not be freezing ever again during winter, or dying from the heat during summer.
