Since some dog owners think that it is OK for their dogs to stay outside in the Winter due to their heavy coat, Indianapolis has decided to make these dogs owners think a little better. First they want to make everyone understand that a heavy coat does not mean that a dog can stay outside for long when it is snowing of freezing. I mean imagine yourself dressed in your heavy coat, and your warmest boots: Would you bare to stay outside the whole night just because you are dressed enough? That’s what I thought.
